The UK's housing landscape is on the brink of a significant transformation with the upcoming Future Homes Standard. This new regulation will have a far-reaching impact on the construction industry and the environment. Let's explore what it means.
The government has recently announced that as part of a major overhaul of Building Regulations, the "vast majority" of new homes will be required to have solar panels installed. The much-anticipated Future Homes Standard (FHS), set to be published this autumn, will introduce new energy efficiency and low-carbon heating benchmarks for residential development. For the first time, the FHS will explicitly promote solar installations in new builds, subject to practical limitations and with some flexibility for homes surrounded by trees or in heavily shaded areas.
Previously, in a 2023 consultation on the FHS draft, the Conservative government proposed that new homes should have solar panel coverage equivalent to 40% of the building's floor area. But this strict rule had an issue - if it couldn't be met, no panels were required, leading to too many exemptions. Now, developers who can't reach the 40% benchmark must install a "reasonable amount" of solar panels instead.
The progress of the FHS has faced delays. First proposed in 2019 during Theresa May's government, housebuilders were concerned that it could increase the construction cost of a typical new home by up to £4,000. However, the government argues that homeowners will save around £530 on their electricity bills each year thanks to solar panels, based on the current energy price cap. Additionally, low-carbon heating options like heat pumps and heat networks will also be mandatory under the FHS, a decision applauded by industry experts.
Still, challenges remain. Richard Beresford from the National Federation of Builders points out that grid costs and delays are significant barriers to mandating solar panels on all new buildings. While the government has made strides in addressing these issues, more work needs to be done.
